The mean pressure rise time for the reference mixture (1 :1 w/w mixture of 65% w/w aqueous nitric acid and cellulose) was 5.8 seconds, while the pressure rise time for the test substance mixtures (1 :1 w/w mixture of the test substanceand cellulose) was a minimum 17.6 seconds. Since the time for the test substance mixture was much greater than that for the reference mixture, the test substance was considered to be a non-oxidizer.

Conclusion: Since the time for the test substance mixture was much greater than that for the reference mixture, the test substance was considered to be a non-oxidizer.
