Justification for classification or non-classification

According to the CLP Regulation (EC 1272/2008), powdered, granular or pasty substances or mixtures (except powders of metals or metal alloys) shall be classified as readily combustible solids if the test is performed in accordance with the test method UN RTDG (Part III, sub-section 33.2.1, UN Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria) and if the burning time is < 45 seconds or the burning rate is > 2.2 mm/s.

During testing, the substance did not burn but smouldered and the propagation of the reaction zone over a time period of 10 min varied between 34 and 43 mm. Therefore, the substance is classified as not flammable.
