Justification: According to the ECHA Guidance on information requirements and chemical safety assessment Chapter R.7a.: Endpoint specific guidance May 2008, inorganic oxides in which the inorganic element is in its highest possible oxidation state are incapable of further reaction with oxygen and can thus be designated as non-flammable. The highest oxidation state of tungsten is VI and the oxidation state of tungsten in this compound is VI. Thus, ammonium paratungstate can be considered non-flammable and  non-pyrophoric.
