According to column 2 of the table given in REACH Annex VII, the study on surface tension can get waived if the chemical structure of the substance does not indicate surface active properties. According to ECHA's "Guidance on information requirements and chemical safety assessment, Chapter R.7a: Endpoint specific guidance", surface active properties are attributed to structures containing a hydrophilic headgroup (e.g. -SO3 -, -SO4-, -(OCH2CH2)n, -N+(CH3)3) and a hydrophobic tail). As this clearly is not applicble to target substance titanium oxychloride, the study on surface tension is being waived. Furthermore surface activity is not a desired property of the target substance, which is considered an additional valid waiving argument.
