Justification:

In an OECD Closed Bottle test especially suited for poorly water soluble substances Cashew (Anacardium occidentale) Nutshell Extract, Decarboxylated, Distilled (“Distilled Grade”) was found to be ultimately biodegradable with 96% of the test substance degraded within 28 days. Thus Distilled Grade is not considered to be Persistent. In a 28-day flow-through bioaccumulation study in fish carried out to OECD Test Guideline 305, the individual BCF values obtained for the four forms of cardanol were <2000 L/kg, both before and after lipid normalisation. Distilled Grade, therefore, is not considered to be Bioaccumulative. In a 21-dayDaphnia magnareproduction test conducted to OECD TG211, the 21-day NOEC was 113.5 µg/l based on the mean measured concentrations of three forms of cardanol (triene, diene and monoene). Distilled Grade, therefore, is not considered to be Toxic.

Based on the measured data detailed above the substancedoes notmeet the specific criteria detailed in Annex XIII for P, B or T. On this basis Cashew (Anacardium occidentale) Nutshell Extract, Decarboxylated, Distilled (“Distilled Grade”) is not a PBT or vPvB substance and no exposure assessment and risk characterisation is proposed.
