Legal classification according to Tab 3.1 of CLP Regulation (1272/2008/EG):
A reason for non-classification can in principle not be given, as the basis for the respective authority decision is unknown. However, it can be assumed that all relevant hazards have been identified and addressed by the C&L authorities. So the 'reason for no classification' is set to "conclusive, but not sufficient for classification" for all endpoints, where no legal classification has been assigned.
